Right to Education comes into force
Right To Education comes into force with a morning address to the nation by the Prime Minister Manmohan Singh on April 1. Many feel that RTE should be extended from age three to 16 years and should cover the pre-primary to high school level.
FROM APRIL 1,2010, Right To Education (RTE) comes into force with a morning address to the nation by the Prime Minister Manmohan Singh. For the implementation of RTE, the funding pattern for Sarva Shiksha Abhiyan will be in the ratio 55:45 for the Centre and the states.

The salient features of RTE are as follows:

  • RTE will fulfill the constitutional obligation of free and compulsory education for children in the age group six to 14 years of age.
  • Education at the neighbourhood schools will be encouraged.
  • No direct or indirect fee will be charged from parents in the government schools.
  • Norms for the school infrastructure will be adhered to.
  • Two trained teachers for every 60 children will be provided.
  • The school management committees (SMCs) will monitor the utilisation of governmental grants and the quality of schooling.
  • SMCs will have 50 per cent women members from the disadvantaged groups of the community.
But, in many countries, the free and compulsory education is being implemented up to the high school level instead of elementary school level. Many feel that RTE should be extended from age three to 16 years and should cover the pre-primary to high school level. Otherwise for most rural children, grade eight will become the terminal stage of education and more so for the rural girls.
