In a recent response to RTI petition, Rajya Sabha Secretariat has informed that valid dues against sitting RS members by government-agencies are deducted from their salaries on being informed to the secretariat.
CENTRAL PUBLIC Information Officer (CPIO) at Rajya Sabha does deserve compliments for furnishing quick and detailed responses to Right to Information (RTI) petitions and should be taken as role-model by other public-authorities to make RTI Act effective as also a measure for reforms in the system. It is good that track-record of Rajya Sabha in matter of over-occupation of government bungalows by former members and in pending dues towards sitting members is much better than those at Lok Sabha.
In a recent response to RTI petition, Rajya Sabha Secretariat has informed that valid dues against sitting RS members by government-agencies are deducted from their salaries on being informed to the secretariat. However, the Secretariat in its same response has also revealed that there is no provision of recovery of outstanding dues from retired members of Rajya Sabha.
Rules at Rajya Sabha and Lok Sabha should be amended to provide deduction of such dues towards former parliamentarians from pensions payable to them. It may be mentioned that Delhi High Court has been repeatedly expressing its anguish on heavy outstanding of government-agencies towards former parliamentarians.
