Rural job scheme in Gandhi's name
The objective of the National Rural Employment Guarantee Scheme is to enhance livelihood security of the people in the rural areas by guaranteeing 100 days of wage employment


THE UPA government has renamed its flagship rural employment programme as the Mahatma Gandhi Rural Employment Guarantee Act on the occasion of Mahatma Gandhi’s 140th birth anniversary. The announcement was made by Prime Minister Manmohan Singh at a programme marking the 50th anniversary of the launching of Panchayati Raj in India. The objective of the National Rural Employment Guarantee Scheme is to provide livelihood security to people in the rural areas by guaranteeing 100 days of employment.
 
The PM said that the scheme has aptly been named after ‘BAPU’ as he held the concept of ‘Gram Swaraj’ in high esteem. This humble tribute to the Father of the Nation will help the government have a total authorship over the scheme as some of the opposition ruled states take the credit for the National Rural Employment Guarantee Scheme (NREGA). To make the execution of this scheme stronger, the government has announced the payments would be made through the Central government.
 
Even as the government stressed on the importance of Panchayati Raj Institutions (PRIs), the need to reform cannot be ignored. The 73rd Constitutional Amendment empowers the state legislatures to transform PRIs as instruments of local self-government to evolve programmes for social justice and economic development. However the states still need to allocate adequate funds, functions and functionaries to PRIs. UPA Chairperson Sonia Gandhi expressed the hope that Parliament would approve the Bill providing for 50 per cent reservation to women in Panchayats.
 
Mr Singh said that the implementation of NREGA through Panchayati Raj Institutions has yielded “good results”. According to him, it was important to decentralise governance in a vast nation like India, and this could be done by PRIs. However he cautioned about the initial hurdles while delegating the new responsibilities to the Panchayati Raj Institutions. By giving adequate training to the representatives of PRIs, they could play a more responsible role in expediting implementation of the schemes and accountability.
 
Ms Gandhi expressed concern over the deterioration in rural administration system. She said that several state governments did not conduct timely elections for local bodies just for gaining political mileage.
