THE ALL Jammu and Kashmir Home Guards Welfare Association held its general convention on 14 Sept 2011 from 1 pm to 5 pm at Raj Tilak Thara Mubarakh Mandi Jammu, and was attended by prominent persons and Home Guard employees numbering near about 500 persons to high light their demands of raising their pay equivalent to J&K police constable for which they are fighting for the last more than five years.

Their work task is not less than the regular police constable in any manner. They have to work and remain attended for twenty four hour but they are being paid Rs.410/- P.M but only raised marginally by Rs.135/- per month from Feb. 2011 making it a total of Rs.545/- P.M. It is below then the poverty line criteria fixed for rural area by the Govt. it self but strange are the contradictory and partial order no. 86 of 1990 dated 5/12/1990 which regularize the services of Jawans of J&K Home Guards and after that the services of J&K Home Guards have not been regularized thus causing discrimination to the J&K Home Guards. In Punjab, State Home Guards volunteers are getting Rs.300/- Per Day with other benefits.
The cabinet of J&K State approved 88 Posts of different categories in Home Guards on 8/3/2011 but not a single person has been regularize up till now. JPPF President Sh. Pavitar Singh Bhardwaj supported the rightful and genuine demands of Home Guards constable and urging the government of J&K to consider their long pending demands urgently at the earliest as Home Guards constable numbering 2661 have come down 1600 out of which some left services or were expelled and now their remains only 1400.
They are serving for the last 18 years but without any further scope and stagnated pay. They are living below poverty line. Even former Chief Minister of J&K Gulam Nabi Azad and Sonia Gandhi made promises to make them regularized but without of any result.
It is also a disgrace to the state government who is paying meagre amount of Rs.545/- P.M to Home Guard constables without effecting the rules for equal pay and equal work but they are effecting rules and regulations against companies and private employers to pay equal wages for equal work. JPPPF urges and demands to do justice with Home Guards and solve their long pending demands and save their families who are living in miserable condition.
So, is the case of unemployed diploma and degree holders who were also assured by the minister concern in the assembly on 6/2/2011 that they will be accommodated on the patern of Rehbar-E-Taleem under Rehbar-E-Tameerat sceme but this assurance has not been fulfill, which may be done now.
The other prominent persons who spoke and supported the Home Guards demand, were Sh.Ashok Khajuria, (MLA Jammu East whose also chief whip of BJP in assembly), Sh. Sukhnandan Choudhary (MLA, Marh, Jammu), S. Inder Mahinder Tara, Sh.Sat Pal Sawhney, Sh.Raj Kumar, Sh Partap Singh Jamwal (President NPSU), Sh. Rajiv Mahajan (State President Shri Ram Sena), Er. Rajeev Sharma, Sh.Udhey Chand President D.P.P, Smt. Kamla Sharma (President Home Guard).
