Sixth Pay Commission: Fight ensues for equality
Sixth pay commission given birth to a fight for equality among various cadres of different government departments, especially the armed forces. Officers expressed desire to quit the service, while some threatened to return the medals.

THOUGH NOT implemented yet, the pay structure recommended by the sixth pay commission recently, has given birth to a fight for equality among various cadres of different government departments, especially the armed forces.
 
Expressing their resentment over the recommendations of the sixth pay commission, the Indian Police Services Officers Association (IPSOA) asked the government not to accept its suggestions and placed a list of demands including parity with the Indian Administrative Services (IAS) officers in terms of pay, promotion and other service conditions etc.
 
It also demanded formation of a Group of Ministers (GoM) to look into the concerns of the police service and the post of Director General of Police (DGP) be made equivalent to the chief secretary and sought abolition of the post of Deputy Inspector General (DIG), besides, transparency in procedures to be followed in implementing the recommendations of the Pay Commission.
 
The association further asked the government to recognise police in national security and development, thereby giving its rightful respect and dignity in all forms.
 
Some of the IPS officers expressed desire to quit the service, while some threatened to return the medals given to them by the government if their demands were not met and the association also warned agitation if its demands were not met at the earliest possible.
 
Besides, a confederation representing employees of ordinance factory, income tax, postal department, railways, customs, excise and other central government offices has also decided to submit a memorandum highlighting their grievances to the personnel department.
 
However, responding to the concern raised by the government employees, armed forces and IAS officers, the union cabinet today announced setting up a committee to look into the recommendations of the sixth pay commission, which will be headed by the cabinet secretary.
 
Here, it may be recalled that the UPA government at the centre has drawn flak from various quarters over the recommendations of the sixth pay commission that it does not correspond to the increased cost of living, for which it has already constituted a panel to look into grievances.
 
As there are complaints that the salary suggested by the panel increases at much higher rate with the hierarchy, the confusion and dissatisfaction among the higher ranks of the defence and police forces, besides, officers of other government departments is cause of concern because it may lead to further mismanagement and imbalance within the respective departments.

Concerns of Personnel Below Officer Ranks (JCOs/OR) of Defence Forces were always neglected. Because of they can not represent their problems since all of their problems have to be forwarded through officers, who did not forward their problems to concerned authority. Moreover, if any problems projected they will be charge sheeted by CO/Commandant. Clerks should be upgraded to X Group since these category has been neglected both byIV th Pay as well as Vth Pay commissions. Military Pay of PBOR should be at least Rs 3000/- since they are facing more mental problems. Officers got sanctioned for MSP for Rs 6000/- despite the fact that they have less mental tension and lavishly roaming around with their family even in field area. Please look into the matter.

Dear Suresh, the discontentment regarding pay is spread throughout the rank structure of Army and is not limited to PBOR. You can see it in A SOLDIER's comment below. However you seem to me more unhappy about more MSP for officers vis a vie PBOR. See all across the pay structure has been multiplied by a factor so that increase is proportional to what you earn. And what you earn is decided by your worth to an organisation - its same everywhere. So do not post such comments in open forums as it speaks ill about your attitude towards your senior officers.Regards Arc

I am a subinspector.what salary will i get after the pay commissions reccomendations.i don't think it is enough to lead a life with honour,leave alone my childs good education.what does the govt expect?i will earn by bribes.but i am not that type of a person and i hate people taking bribes.i cant even form a union and lodge protest.then am i destined to live life like a beggar?

I'M AN EDUCATED SOLDIER WITH A RESPECTED RANK,WHO CAME TO THE FORCES BY MISTAKE.WITH THE CURRENT POOR PAY AND ALLWANCES,NEGLIGENCE OF THE NATION TOWARDS THE FORCES,I STRONGLY SUGGEST THAT FOR EVERY EDUCATED CITIZEN,DEFENCE SHOULD BE THE LAST OPTION AS A CAREER.OUR NATION DOES'T DESERVE A MILITARY WITH SUC A STANDARD.LET'S LEARN FROM EXPERIENCE,AND THE NATION TOO.
