Sports minister Anil Vij and Khandelwal: In Haryana man behind man's success not woman
The old proverb that there is a woman behind the success of a man does not seem to hold true in Haryana. The state's sports minister Anil Vij has got Times of India award for representing the best state in sports. But there is no woman behind his success. Here there is a man named KK Khandelwal, the additional chief secretary holding the charge of sports department.

Even Khandelwal's critics will admit that the man has some creative and persuasive qualities. Chandigarh-based senior journalist Gobind Thukral, who had edited Haryana government's magazine, Haryana Review, had written that he was not much willing to accept the assignment but for the persuasive powers of KK Khandelwal.

It was widely believed in administrative and political circles that Khandelwal would be dumped by Manohar Lal Khattar government in view of his reported closeness to former Chief Minister, Bhupinder Singh Hooda, although Khandelwal says that it was only professional, adding that being a civil servant he was supposed to implement the policies of the government of the day.

Khandelwal was attached with the firebrand sports minister Anil Vij and it goes to his credit that he framed the state's sports policy. Considering his creativity, he was assigned the task of preparation for the golden jubilee celebrations of the creation of Haryana as a separate state.

His appointment to this important post raised a few eyebrows, however Khandelwal said that he had only prepared the blue print for the preparations of various events and had no role in their organisation. The job were entrusted to concerned departments. The duo of Vij and Khandelwal has taken a large number of initiatives and they have been instrumental in setting up a number of institutions for promotion of sports in the state.

For the promotion of adventure sports, Haryana Academy of Adventure Sports was set up. For procurement of quality equipment and development of live play fields and sports infrastructure, Sports and Physical Fitness Authority of Haryana was established. For coaching and competitions, Haryana Sports Council has been set up. For in-service training of coaches, State Institute for Development of Sports and Physical Fitness is already operational. For the first time in the history of Haryana, 440 sports nurseries have been sanctioned in first phase, to be operational from the next academic session.

For the uniform spread of sports facilities there will be 30 sports nurseries each for boys and girls in all disciplines played in the national games. Accordingly, every district will have 30 sports nurseries each for both boys and girls. No discrimination on the basis of area would be done. There will be more than 30,000 players taking coaching in these nurseries.

Wrestling and kabaddi competitions with the highest award money have been started in Haryana,where each competition carries an award money of rupees 1 crore. Similar competition for boxing is also in the offing.

Every district in the state has been sanctioned a Sports Facilitation Centre comprising of nutrition centre, change room for coaches and players, conference room, gymnasium, guest house, indoor hall, coaches' room, library, lockers etc. Every district has been given a grant of rupees 3 crore for the same.

Every district will have a sports hostel for which funds are being released in phases. A massive scheme of Khel Maha Kumbh has been finalised which will be the biggest ever sports event in the history of Haryana. Nearly 20 lakh students and sportsmen will participate in this event.
