THE INCIDENTS of fire at a shopping complex in Habsiguda and Park Super Specialty Hospital in Somajiguda at Hyderabad have clearly shown that, the number of Government Orders (GOs) issued after the pending case WP 26365/2005 in AP High Court on Fire Safety and on Regulation of Unauthorized constructions, has merely remained on paper. Why is the GO 901 & 112 which talks of blacklisting the builders and GO 154 on Safety Measures requirements in existing buildings issued, when it cannot be implemented?
The Government and Municipal Administration department has severely failed on stricter implementation of its orders by the concerned authorities.
There are cases where the builder/developer has applied for the regularization of the constructions made with deviations, without required safety measures. Why is the builder/developer not blacklisted and why is he allowed to register as the builder under the same name?
When the Town Planning department has the knowledge of the builder/developer’s ongoing constructions, why are the flat owners asked to provide proof of the property to be attached so that the builder is made obliged to complete the requisite formalities for regularization? Why do the officials hesitate to penalize them and make the flat owners bear the burden of regularization and safety measures?
It was for better town planning measures that National Building Code was formulated, wherein buildings 15mtrs and above should have certain area of set back as well as fire safety measures. But, why did the state government deviate and formulate a new set of rules when it came to the housing matter, when they seldom take back steps reversing the rules on various other sensitive issues.
The way Building Penalisation Scheme is being implemented; one feels that, it better to scrap all Technical Approvals, Construction permission and other GOs related to the high rise buildings.
At least now the government should wake up and make the authorities strictly implement the GOs related on set backs and safety measures especially in commercial complexes, theatres, hospitals and apartment buildings to avoid future mishaps and so that the buyers are not taken for a ride.
