There is no mention of appointing only judges for these posts. Moreover making acts comes under the jurisdiction of Parliament and Judiciary is to monitor whether the Act or Law is being implemented in its letter and spirit.
The job of Information Commissioners is not to pronounce Judicial judgement. The Court has also rightly cautioned hoping that the government would appoint persons with broad knowledge and experience in law. This is high time of introspection for Political bosses particularly at State level to give due considerations to the above suggestions.
But, it has been noticed that Chief Ministers appoint their favourites on these posts even ignoring deserving candidates. Of late these Commissions have become rehabilitation centre for retiring bureaucrats.
Right to Information is biggest achievement of the U.P.A..Government and it is really a milestone in our democracy and can even be called as second freedom after attaining Independence. In the coming days the nation will witness how it has made administration transparent along with fixed accountability of public authorities. Chief Minsters, who are final authority for appointments should ensure that spirit of Act is kept in mind while making appointments.
