In Delhi, IT & ITES company to register needs NOC from Pollution Department. It is certainly an unwanted, unnecessary condition which needs to be done away with immediately. To facilitate the setting up of knowledge industries in Delhi, Government should encourage online submission of Entrepreneur Memorandum Part-I. Many states have already started providing the online facility with Tamil Nadu having taken the lead in the same.
A LOT is being talked about Delhi emerging as hub of knowledge industries including IT & ITES companies. Even the Delhi Industrial Policy 2010-2021 seems to be very ambitious draft policy. The present document envisages development of High Tech, sophisticated knowledge based, service sector, IT & ITES industries in Delhi NCT.
The draft also mentions about its objective to facilitate business through procedural simplification and e-governance measures. It also promises to promote transparent and business friendly environment.
However, the ground reality is quite different. Let’s have a look at few important points as under:

The high cost of space in Delhi: The cost of setting up business has risen many folds in Delhi metro due to high costs of real estate. In order to encourage knowledge industries to flourish in Delhi, the state Government needs to ensure that enough space is available in form of flatted factories in various industrial areas/zones. These zones need to be well connected with metro and other public modes of transport. The space in flatted factory should be made available to first generation IT and Knowledge Industries entrepreneurs on high priority basis.
Need for Incubation Centre: For Delhi to emerge as hub of knowledge industries, Delhi Government should also encourage setting up of Incubation Centre in various industrial zones. These incubation centres with state of art business centre facilities can prove to be boon for encouraging innovative enterprises to be set up in Delhi.
