The Landmark Land Acquisition Resettlement Bill passed on Monday
For the first time something concrete has happened for resettled people in India. Although a number of things have been changed about the bill, yet in totality such a bill would help the farmers in the long run, who lose their home due to development.
THE LANDMARK Land Acquisition and Resettlement Bill is about to be cleared on Monday but with a few changes here and there in the cabinet note. The farmers and the government are at loggerheads with land acquisition as a whole. However, after the support of Rahul Gandhi the bill is set to be cleared by the Parliament after it was introduced in this session.
The changes that are prominent and included in the cabinet note are many. First and foremost Rahul Gandhi wanted a compensation for the farmers that was six times the market value. But according to the new bill it would be four times the market value. Linear projects such as railways, canals and power lines are not included in the bill. According to the bill, Jairam Ramesh has allowed 5 percent land acquisition but an equal area of waste land have to be developed simultaneously and no multi crop area could be acquired.
In addition to all the above, if land acquired is not used for the required purpose then the land would be returned to the state authorities, and not to the original owner. With this, a private company when acquiring land more than 100 acres for public purpose, then the land would be acquired by the government.
This land acquisition law was upheld so as to change an outdated law passed more than a century ago. This is also the first time that any central legislation has happened on the resettlement and rehabilitation. The whole bill and the movement for it was given force by Rahul Gandhi. Even Bengal Chief Minister, Mamata Banerjee, has forwarded her support.Jairam Ramesh said, “Chief Minister (Mamata Banerjee) has expressed broad support for the bill, particularly the R&R (resettlement and rehabilitation) package of the bill.” Initially, she was against it but the Rahul factor seems to change a lot of views about the bill.
