The moment the government forces allow the civilians to move around freely, there are explosions and exchange of fire involving death and destruction. Therefore, well-run military units do not let civilians come anywhere near their area.
THE STATE can not but launch a Counter-Insurgency Operation in a theatre of war where insurgency exists. Americans, all ranks, have been very patient indeed in dealing with the real problem. The civilians in the war zone pose a problem that begs for a solution.
The civilians are, by and large, of the same ethnic stock as the insurgents and more often than not the civilians are well trained as fighters and are adept at handling weapons being used in various theatres of war.The moment the government forces are a little lax and allow the civilians to move around freely, there are explosions and exchange of fire involving death and destruction. That is the reason why well-run units do not let civilians come anywhere near the ammunition dump or the map room where planning of operations is planted on maps. Observing strictness with civilians of local origin pays rich dividends. If any military personnel have an eye for some pretty women downtown, allow those chaps go there rather than invite them to the unit being run on a war footing.
Intelligence Gathering The Intelligence buffs say that unless they mix with civilians, how would information flow? Absolutely true! At the same time, we cannot allow hostile local civilians to roam all over the military unit gathering information about the fighting spirit and attitude to war of a GI. Well, it is a well known fact that all countries worth their names gather Intelligence round the clock and it is just a question of time that proves who was more successful. Nevertheless, the military unit personnel, both officers and other ranks, have to be very careful lest they give out more information than they are able to receive. The Afghan terrorists called the Taliban are indeed not interested in knowing about the American weapon system or the ammunition. This information can be downloaded from the Internet and that would be fairly accurate, provided you downloaded from a site recommended by the GOOGLE. However, a Net-surfer may be fooled if he visited a non-descript website. The information gained from there may be inaccurate and consequently jeopardize the security of own unit, life and limb of own soldiers. Moral of the story is: Be careful about accuracy and do not gather Intelligence from questionable sources. A word of advice to the young GIs and young officers working in the Intelligence Team may be desirable. Please do not let the local women working for insurgents or terrorists have the better of you through the bottle or the bed. Both the Bs may be dangerous and ruin not only the career but also the life and limb.Running Unit Show As discussed elsewhere, there are quite a few units in the operation zone that wish to run their own military show in an unorthodox manner and win over the local chieftains. Making an endeavor to win over the hearts and minds of the local insurgents or terrorists may not be an easy game. However, once you taste success in these Psy-Ops, you make a name for yourself and your unit. The Afghans are extra-ordinary people. To win them over, the US Military units in the area of operation have to employ unorthodox means. Let us narrate a situation. An Afghan woman needs Gynaec care at the US facility run by the US Marines. She is rather reluctant to seek medical aid but she needs it badly. The women Marines approach her gently and persuade her to seek and receive medical help. She allows herself to be persuaded with the consent of the village elders and the Mullah in the Masjid. The Lady Doctors of the US Marines do a good job of it. The Afghan woman eventually delivers a baby boy, a prized possession in Afghanistan. Both are treated well medically and psychologically. The relevant area goes gaga over the US Marines and swears by the Almighty that they would keep the Taliban at bay for ever. A fine success story indeed!Women to Women Contact It has already been discussed by the present writer elsewhere that the Afghan men are very wary of their women being spoken to by foreign men, or for that matter any men not closely related to the women. The US Marines brought their Women Marines to fill the gap. They did it wonderfully well. The communication gap was bridged and the Taliban suffered in the bargain. In any case the Taliban terrorists are misogynists and women in general hate them. The Afghan women who have suffered tremendously at the hands of the Al Qaida and the Taliban in the past do not wish history to be repeated. In my opinion if the Afghan women are brought out of purdah and given additional responsibility in the social system, they may be able to keep Terrorism out of their home and hearth. Socially and politically empowered Afghan women will bring a change to the Afghan social set up and may succeed in confining terrorists within the four walls of the prison. The problem of the clash between the Afghan soldiers and GIs will fade away too. Peace will prevail.
