Rajya Sabha's chairperson has justifiably changed the timings of question-hour just after lunch-break so that question-hour in the Rajya Sabha can proceed uninterrupted. Same should be done in Lok Sabha.
CHAIRPERSON OF Rajya Sabha has rightly changed timings of the question-hour in the parliament just after lunch-break to ensure a disruption-free question-hour in the House. Same should be done in Lok Sabha also to prevent frequent cancelling of question-hour because of the usual disruption in parliamentary proceedings just at the start of day’s proceedings in the House.
Rules to conduct parliamentary proceedings should be revisited to revise some outdated rules, and to incorporate new ones according to need of time. Moreover, these should be uniform and the same for both houses of parliament.Lok Sabha Secretariat in an RTI response revealed that no action could be taken against defaulting Lok Sabha members who did not submit details of their assets and wealth to Lok Sabha Speaker as required under rule 5(1) of “the Members of Lok Sabha (Declaration of Wealth & Liabilities) Rules 2004” because rule 5(2) required a written complaint in this regard to Lok Sabha Speaker by some member or Indian citizen.
The relevant rule should be automatic action against the erring parliamentarian after the mandatory period without requirement of a formal complaint. All these details should be put on respective websites of the Lok Sabha and Rajya Sabha.Also, it should be made compulsory for every parliamentarian to submit personal details and bio-data as required in performa required for websites of Lok Sabha and Rajya Sabha including names of all spouses of a parliamentarian. Action may be taken after mandatory period against those MPs who do not submit completed performa, or provide incomplete or incorrect details. It may be recalled that in an earlier Lok Sabha, the then Lok Sabha Member Shri Dharmendra did not mention the name of Smt Hema Malini as his wife in the submitted proforma, while Smt Hema Malini who was then a Rajya Sabha member, mentioned Shri Dharmendra as her husband. All this becomes necessary especially because of shameful incidents such as taking another lady as wife on an official trip by the then Lok Sabha member Shri Rajesh Kumar Manjhi.
