According to study report, currently, Rajasthan along with MP, Chhattisgarh, UP, Bihar and Jharkhand fall in the category of the third tier states. The report stated Rajasthan lags behind the development sectors of health, education and infrastructure.
The report by Pranjul Bhandari, as a part of Working Paper Series of Planning Commission, in its abstract on the web states that results conform with the already well-established findings of several other studies that states such as Kerala are amongst the best performing while the so-called BIMARU states (Bihar, MP, Rajasthan and UP) are laggards.
In the education sector, the net enrolment rate and reading level for enrolled children at the school level education were considered.
The report urges policy experts, stake-holders and beneficiaries to reflect on the findings of the study report and work towards better mobilization and utilization of the available resources.
Thus, to me the main problem of the states lagging in development sector is the lack of optimal utilization of the resources, and hence ineffective governance.
