Union Budget 2010: Highlights, live updates
Union Finance Minister Pranab Mukherjee has started delivering the much awaited union budget 2010 speech in the Lok Sabha today, February 26. Here are some highlights of Union Budget 2010.
 
UNION FINANCE Minister Pranab Mukherjee has started delivering the much awaited union budget 2010 speech in the Lok Sabha today, February 26. The finance minster while delivering the Budget 2010 speech said that the country has withered the global slowdown well and now the goal is get set on path of high growth.


Pranab Mukherjee said that the first challenge for the country is to get to the high GDP growth path, while mentioning that increasing food prices is a matter of concern. As part of the government plan to boost the PSU banks he proposed to set aside 16500 crore as minimum 8 per cent tier 1 capital by March 2011.


The highlights of the Budget 2010 delivered by Finance Minister Pranab Mukherjee include the decision to get the RBI release additional licenses for private sector banks and non-banking financial institutions.
 
Mukherjee also announced the gradual phasing out of the stimulus as the economy came back on the growth path. He also announced the setting up of high level Financial Stability and Development Council.
 
The FM announced the implementation of GST and DTC by April 2011 and said that the government will implement the Direct Tax Code by April 1, 2011. He also said that the economy was in better position now and expected to break the 10 per cent mark in GDP growth in near future.


In a major boost to the infrastructure sector, the FM has allocated 1.73 lakh crore to this sector whereas the road transport sector is set to receive 19894 crores. He also announced 5 more farm projects to boost agriculture and in a major relief extended the repayment tenure for farm loans by 6 months.

Delivering the Budget 2010 speech, the FM informed that the banks have met the agriculture credit targets and he also increased the same to 375000 crores. He also proposed to provide 400 crore to extend green revolution in eastern India.

Budget does not excite Aam Aadmi once again While the FM has increased the IT slabs, there is not much to rejoice for a common man. There has been an increase in the Petrol/Diesel costs, i.e. Rs. 2.67 a litre and Rs.2.58 per litre, This will also impact the prices of all commodities. In last 1 year there is a 100% hike in every commodity. The peanut reduction in taxes on the face while increasing petrol prices is actually like backstabbing the common man. The current tax slabs are infact adversely impacting the ??????net take home pay?????? of the salaried ??????aam aadmi??????. An individual earning income through business or profession is allowed to claim a deduction in respect of any business expenditure incurred by him. However, a salaried individual is left with no such options. Even the clause relating to standard deduction to salaried individuals has been omitted by the Finance Act 2005, leaving no such benefit to the salaried individual. Atleast the zero-tax slab should have been raised to 2-2.5 lakhs, instead of 1.6 lakhs. Year after year, prices continue to rise. Yet according to our tax structure, the cost inflation index is applied only for the purposes of levying capital gains tax. We also have to realize that despite the recent increase of GDP growth rate to 7.20 per cent, this has not helped the salaried individuals. There is also no increase in the internal security; defense allocation is also marginal, compared to the contact fear of terrorist attacks the common man is living in. To change the current reaction of the aam aadmi, which is ??????rich get richer, rest get consolation??????, the Budget 2010 has not meet his expectations.
