THE UNION Cabinet on Friday cleared the Nuclear Liability Bill after the government came to an understanding with the opposition BJP on some issues related to the draft of the proposed Bill.
The Bill will be presented in the Parliament next week itself. The Bill has undergone a set of changes as BJP had demanded those to be incorporated into the draft. The government on Thursday was accused by the BJP and Left of changing the agreed text, post the agreement.
As per BJP, the text agreed between the two parties was:Clause 17 of the bill allowed the operator of the plant to seek damages from the supplier if:
A) There's a pre-existing contract on liability between them
B) Or if there's gross negligence or willful act by the supplier
In the final draft, the word “and” was added between Part A and Part B which raised objections by the BJP and Left, who claimed that the suppliers are made liable only if there is a pre-existing contract with the government.Other than Left, parties causing minor hindrance to the Bill included JD(U) and NC, although the standing committee members from the RJD had given their support. As talks progressed, the BJP held the government up to the last minute and asked for another cabinet meeting to be called on Friday. As BJP is demanding more liability on the suppliers, the UPA has been forced to give into the Opposition's demand.
