UP rape and murder: Will political parties demand dismissal of the UP government?
Rape and murder of the Dalit cousins is as outrageous as many other rape cases. Rapes are themselves inhuman, heinous and absolute criminal. In a state like Uttar Pradesh, where Neta Ji of ruling party says that rapes are just mistakes by boys and they shouldn’t be punished severely, the result would be nothing but a tragedy like Badaun. Lawlessness is perhaps not enough to explain Uttar Pradesh's law and order condition.

One can understand why there is no such outrage in civil society (at least visibly) in Uttar Pradesh like what happened during Nirbhaya case. Point is very simple that people of Uttar Pradesh had to leave under fear. Akhilesh Yadav simply failed to govern this biggest state and mafias of his party took control of everything that is part of administration. I don’t think Akhilesh has any intent to control lawlessness.

No doubt, there is a very strong anti-rape law in force post Nirbhaya incident. But who is to implement it? It’s the state government! If state government doesn’t act, naturally the civil society and opposition party need to raise concern! As earlier told the entire civil society is leaving under tremendous fear, thus they can’t raise their voices. Media at least is doing its duty in bringing some of the cases to the public attention. But what the politicians from opposition parties are doing?

It was Rahul Gandhi first to reach Katari, the victim's village, where he met the victim’s family, strongly criticized UP government, demanded CBI probe and then returned. Next was Mayawati’s turn. She went and repeated the same. Then former LS speaker Meira Kumar and Ram Vilas Paswan went there. I don’t know what would be the length of the visitors list to Badaun.

Point is very simple. Everyone knows that there is lawlessness in the state due to inefficient government. Mandate of people is no doubt for five years, but constitution provides mechanism to deal with such inefficient and dictatorial government. First is, as per Article 355, Central government will give warning to the state government.

If things are not improved then the state government can be dismissed as per the Article 356. As per latest the Supreme Court guideline, Article 356 can be imposed provided both the houses of the Parliament endorse the proposal to dismiss the state government.

Now my question is simple. Will the Congress, BSP and others who blame UP government openly with high decibel sound bites that the government is a total failure, there is mafia raj, public life and dignity are in danger etc, and will they support the dismissal of the state government? BJP and NDA has the majority in Lok Sabha. But it doesn’t enjoy majority in Rajya Sabha. If the Congress and BSP supports, then SP government can be easily dismissed!

Will the Congress demand Central government to dismiss the UP government? Never, because the moment various party leaders leave Badaun, their claim and sensitivity to the victims end there. Back at Delhi there is usual secular-communal politics, where all share same platform. That means civil society is frightened in UP and politicians are playing opportunistic politics to score only brownie points. None is really serious about the plight of the UP's public. Let there be another heinous rape, the same scene would be repeated. Blast the UP government in the victim's village of and then show unity in Delhi citing common cause.

When these political parties will really take account of public's problems and do their political duty rather than just talking and giving media statements! If Rahul Gandhi is really having the intention of giving justice to the people of UP, he can do it in Delhi also. He can call a press conference, meet the PM and demand action against lawlessness of the state. Similarly Mayawati can do it at state capital Lucknow!

But who really cares for justice to the victims? They care for their petty politics and for this such tourism is the best way! Let’s just wish that good sense prevail on political parties and instead of rape tourism, let them do something concrete. Else people would be continually punished for not electing an efficient and proper government!
