US toughens rules on Pak aid bill
Pakistan had all along been misusing the American Aid. The sole aim of Pakistan has been to spite India. Now, the Pentagon will supervise spending and use of US Aid and render a certificate to that effect before next installment of Aid is released.

THE US Senate has passed the Defence Aid to Pakistan bill and now it awaits president Obama's signature before becoming law. The aid to Pakistan is massive to be given over the next five years. However, the Pentagon will have to certify that Pakistan is using the American tax payers money for the purpose it has been given.

Now Pakistan cannot squander the massive aid and shop for non-relevant stuff elsewhere. The India-centric riders imposed by the US Senate on the AID also says that in case of military hardware, Pakistan is not permitted to stockpile and use this to browbeat its neighbour,India. The Pakistan military is not permitted to use the aid being given to fight against the Islamist terrorism for  anyother purpose. One may recall that in the past Pakistan had been misusing the US aid in wars against India.. Hereafter, the Pentagon will supervise spending and use of US Aid and render a certificate to that effect before the next installment of Aid is released.

Obviously, the United States will position competent military staff to supervise and report on use of US military hardware and specifically state that it is being used for fighting against Al Qaida, Taliban and other extremist groups. US Senator Bob Corker, one of the sponsors of the bill in the Senate said "we will ensure that the US taxpayers money is being spent for the right cause.

Senator Robert menendez, a co-sponsor of the bill said, "we will ensure that our support is not being squandered or diverted."The non-military aid is being tripled to 7.5 billion dollars over the next five years.

To buttress the India-centric clauses of the aid bill, the Senate has expressly prohibited the transfer of the weapon system or technology to a third power without the consent of the United States. Thus the US Aid will have to be used by Pakistan for the sole purpose of fighting Islamist terror and beating them.

The reaction of the Pakistan's military establishment has not been very favourable to the bill. The President and the civil administration,however, are not averse to accepting it because Pakistan is on the brink of bankruptcy. The American greenback dollars will bail out Pakistan. In any case, as the saying goes "beggars cannot be choosers.
