Director General of Police Kuldeep Khoda has continuously been asking the officers at police stations and police post level, to develop people-friendly image but the officers at frontal level ignore instructions of their higher ups.
THE CONTINUOUS directives of Jammu and Kashmir, Director General of Police for adopting a ‘people-friendly approach’, seem to have least impact on the officers at ground level as another civilian was allegedly tortured to death in Jammu today.
The death of a man allegedly in police custody in Janipur Police Station, sparked protest in the Satwari area forcing the police authorities to attach the Station House Officer to District Police Line and ordering enquiry in the incident.According to reports, one Vijay Kumar, son of Milkhi Ram, resident of village Barjala, Raipur-Satwari allegedly died in police custody this morning as he was detained for questioning in alleged theft case.
Alleging that the man died in the custody during torture in Janipur police station, sources said, adding his body was shifted to the hospital for the post-mortem.Father of three, the deceased was a vendor and was picked up by the police last night in an alleged theft case on suspicion.The police has claimed that, he (deceased) was lifted last night and he had committed suicide by consuming intoxicants. However, relatives of the deceased alleged that he was detained one week back and was tortured to death.As soon as the news spread, large number of villagers including the relatives of the deceased assembled and protested in Satwari area. Raising anti-police slogans, the protestors demanded stern action against the erring police officials of Janipur police Station.On getting information, J-K Revenue Minister Raman Bhalla, who also represents this constituency, rushed to the spot and pacified the protestors. He not only ordered enquiry in the matter but also handed over appointment order of SPO to the wife of the deceased.Meanwhile, SSP Jammu Basant Rath attached the SHO Janipur Sub-Inspector Jai Paul Sharma to the DPL.SI Sharma, who was previously SHO at Kanachak Police Station, has remained in controversy since last year when a woman namely Kamlesh Devi received fractures in her both legs during police torture. The woman has gone for lodging a report against her relative.Following that incident, the workers of Peoples Democratic Party under the leadership of its senior leader Suram Singh, had blocked the Jamu-Akhnoor Road at Baba-da-Talab for many hours to protest against the atrocities of the SI. However, senior police officers took no action due to reasons best known to them. The officer, who is stated to politically-connected, was awarded with a prize-posting as SHO in a police station in the City.Meanwhile, the body of the deceased has been cremated after conducting post-mortem.
