Was former UP top cop Prakash Singh used by Haryana government?
Haryana government had appointed former DGP of UP, Prakash Singh to probe lapses in handling the Jat agitation in the state. He did a good job and submitted his report indicting high and mighty. Now, the government has rejected his report.
Former Haryana DGP, Swadesh Kumar Sethi while addressing I.P.S trainees in Police academy had once commented that good cops are like umbrella who are used during heavy rains and are packed in to godown after the rainsare over. This proves true in the case of former UP Police chief, Prakash Singh, who is a most talked about personality in political, administrative and media circles of Haryana these days.

Was he used by the Haryana government to defuse the heat generated by the Jat agitation demanding reservation, which witnessed death of about thirty persons, looting and burning of police stations, private and government properties worth crores and even disruption of water supply to the national capital. 

At that time opposition was demanding resignation of the chief minister, Manohar Lal Khattar who was facing criticism from every quarter for not handling the situation with a firm hand.

So, to defuse the situation the state government requested Prakash Singh to submit a report about administrative failure during the agitation. Assisted by another Haryana cadre I.P.S officer, KP Singh, the ex-UP top cop visited the affected areas and met the affected people.

It goes to his credit that in a very short span of time he submitted a detailed report indicting several high and mighty including politicians, cops and administrative officers, which proved headache for the state government. Although after his report, DGP Yashpal Singal and Home Secretary were shifted and some other officers including cops were suspended, but soon the government realised that the report was also embarrassing it. So, an exercise was started to discredit Prakash Singh.

The first person to speak against the report was health minister, Anil Vij who said that the report was not Bhagavad Gita. Some officers including Home Secretary and DC of Jhajjar also questioned the report.

Now, Khattar's allegations that Prakash Singh was demanding a job for doing another report on police reforms has added fuel to fire with Prakash Singh describing the allegations as rubbish while stating that he was not after a job or money and that he had accepted the job in public interest only.

Even the Punjab and Haryana High Court has asked the Haryana government to explain why Prakash Singh was not assigned the job of giving report on Police reforms.

I am reporting about Haryana Police since last three decades and even planning a book titled 'Inside Story of Haryana Police'highlighting all the aspects since Haryana became a separate State.

On the basis of my experience I can say that Police reform is urgently needed in the state as Haryana Police has been totally politicised and criminalised except some good cops. The police force has also been divided on caste lines.
