A note circulated by the Mumbai Nehru Planetarium on the eve of blue moon event informs the following salient features of the event.

Reason for occurrence: Imperfect synchronization of normal months with the lunar months.
Unlikely month for any blue moon: February
Time of the event: 7:28 pm IST
Sighting: Most countries
Exceptions: Auckland or Wellington in New Zealand (Sep. 30)
Periodicity: 2-3 years (roughly 2.5 years)
Last blue moon witnessed:  March 30, 2010.
Next blue moon event year: 2015

The note informs that the rising full moon of August 31, soon after the sunset should offer a good viewing pleasure since the rains have washed away the floating dust in the atmosphere for the moon to look bright and soothing to the eyes.
