What about the responsibility of civil society?
It is surely vested private interests that motivate corruption, apathetic citizenry encourages indifferent officialdom and public ignorance that brings nasty candidates to power.
SCRUTINY OF political leaders and government officials has become a common affair with every section of Indian society. We all shout foul play by the elected representatives and the appointed bureaucrats as we fund their salaries and they all are there for actually serving us.



Therefore we criticize their inactions and seek to punish them for sleazy conduct. But could we ever think what make these derelict public servants indulge into perversion?
 
It is surely vested private interests that motivate corruption, apathetic citizenry encourages indifferent officialdom and public ignorance brings nasty candidates to power. Corruption persists because there is no dearth of bribe-givers; poor are becoming poorer because of the obnoxious greed of the gilded seems to have no end. Violation of traffic rules, infringement of public property, sordid societal conduct are some of the peculiarities of modern India.
 
The affluent strata squander limited resources as water, electricity, oil in far greater proportion than what is required by the marginalized. Government does make laws for public order: bureaucracy might once in a while even implement the same but the general public flagrantly mocks over them. No doubt there are a few enlightened elements that realistically believe in their social responsibility and work for others' productive causes, but majority of us belong to the tax evaders’ class. The general argument for not paying one's due taxes is that they never get the benefit out of it but one should think beyond that so as to ensure the effective delivery.
 
It is indeed so easy to blame the system but it requires immense courage to rectify it. Can we not realize that we elect those pervert leaders and notorious officials also reach there from amongst us only? So whom are we complaining against? Our dignified democratic structure has utterly failed because we people let it so happen. General public is the most strengthened element of the democratic set up because they indirectly govern the country through their choice of representatives. Unfortunately, only 62% of eligible Indians bother to exercise that right.
 
So where is the cure? Today, we are pursuing for 'none of the above' option while casting the vote, but is it really feasible? The lazy and ignorant lot of the electorate, which does constitute a major chunk, would always find it to be the easiest choice but our exchequer can not really afford repeated rounds of elections every time. Neither the compulsory voting would help. Solution essentially lies in waking up the common classes in lively spirit so that none with criminal records or unethical background is allowed to contest the elections. This was successfully attempted by a solidarity group named' National election watch' during 2009 elections which kept a vigil eye on the affidavits filed by the candidates and made the public aware about the contents. Such kind of efforts should be earnestly undertaken and socially responsible, clean people from common masses should be supported as independent candidates.

The Legacy of our moral principles and long cherished ethics has been degraded because the society itself sold its soul. Our Constitution provides us a list of fundamental rights as well as fundamental duties but there would be very few who would raise their voice for non performance of duties. Presently, we are more concerned about religious, communal and regional entitlements rather than human rights. Poor kids are employed as workers, women are victimized and backward classes are denied their due share by the feudal lords of society, but people are getting outrageous for shunning out migrants or for securing statehood for their region. Undoubtedly, there lies immense power in the society but only if it realizes the fact.

Democracy is not just about asserting one's identity but also respecting that of others. There is also dire need for several reforms as power to call back the elected candidate, strengthening the regulatory bodies and many more of public concern. However, little can be achieved until the media, NGOs and other parts of civil society gather courage to clean up the mess that our indifference has already created. An aware citizenry is an invaluable asset of every administration, especially in a democracy.
