While IAS officers are known to blindly follow their masters TVSN Prasad comes across as an exception
IAS officers are normally known for blindly serving their masters. But Haryana cadre IAS officer TVSN Prasad, who's currently serving as Finance Secretary, Haryana is an exception.

RK Sharma, retired Haryana cadre IFS officer, while reacting over my story on how while serving as DC Rohtak, Prasad had refused to follow verbal orders of the erstwhile Food and Civil Supplies Minister Rao Narbir Singh for granting brick kiln licenses in violation of environmental rules, has written that TVSN Prasad is one of the finest officers he ever came across during his forty years of career. Sharma who had worked under Prasad at Kurukshetra has said that Prasad is not only a very honest officer but also a great human being, a quality that he inherited from worthy parents.

A number of instances of Prasad's boldness and honesty find mention in my book on governance and politics of Haryana titled "Gustakhi Maaf Haryana". Only the other day, while speaking at the book reading session of my book "Gustakhi Maaf Haryana" at Haryana Institute of Public Administration in Gurugram, I had mentioned how as DC Rohtak, Prasad had quit his charge, as son of a powerful politician had reportedly misbehaved with him for not obeying his illegal directions. However, the politician's son later had to apologize to Prasad.

This scribe who was a Jansatta staffer at Rohtak while TVSN was the DC has seen how Prasad's father, a Punjab and Haryana High Court judge, used to travel in an auto-rickshaw from Rohtak railway station to the DC residence and back. Father, a High Court judge, and son, a DC , yet travelling in auto-rickshaws like ordinary citizens. A rare example indeed!

In 1995, Rohtak witnessed the worst floods ever. The erstwhile DC Gulab though a gentlemen,  miserably failed to tackle the situation. As a result, perhaps for the first time in history of Haryana, TVSN was appointed  as DC, flood. Assisted by a dedicated team consisting of V Umashankar, SK Joshi, Pardeep Kasani and Dilawar Singh of Haryana Tourism, he successfully controlled the situation, also earning admiration from Bansi Lal.

V Umashankar, presently the CEO of GMDA, Gurugram, as SDM of Rohtak, had cancelled the mutation of forest land of a minister owned gaushala and 

TVSN as DC had supported his action. The powerful minister lodged a complaint with the erstwhile chief minister Bansi Lal, who to his credit, supported the decision taken by TVSN and V Umashankar.
