WHAT IS Prince R & D? Who conducts the Prince R & D and for whom? Is there any Prince R & D for India? How does it work? Are the people behind Prince R & D adequately trained and selected? These are important questions which remain to be answered for both a new foreign policy as well as domestic development policy. It needs to be correctly prepared. Prince R & D of a Nation is the Management of Research & Development which can be divided into four segments as under:

1. The Basic Research & Development of the Nation – Academic in University / Research Centre - 1 / 2 yrs tenor.
2. QC / QA (Fire Fighting / Routine Development – Immediate solution) of the Nation, i.e., India Inc.
3. Short Term Enovation (Pilot Plant Scale Research – 1 year / Less than 5 yrs ) of the Nation, i.e., India Inc.
4. Long Term Research & Development of the nation (+5 yrs, 10 yrs , 20 yrs, 50 yrs, 100 yrs)

Now let us clarify the above as under:

The Basic Research & Development of the Nation: It is carried out in University or in a Research Centre. India does have such research and development wing for both domestic and foreign policy, like, Regional Research Laboratory of CSIR under Ministry of Science and Technology, Research and Analytical Wing (RAW) under and Ministry of Defence, and so on. India off-course is pretty well in this area right since Independence in 1947.

QC / QA (Fire Fighting / Routine Development of the nation: These types of QC / QA research work of the nation are checking units, like, the CBI, Police Dept, both state and central reserve force, Ministry of HRD, Ministry of Home, Ministry of Health, Income Tax Dept. Sales Tax Dept., other commercial tax Dept, Election Commission, Civil Supply Dept, Food supply Dept, Hospital Care Dept, Municipal Corporation, is the most neglected area of nation since 1947.

Only because of the good culture, quality of Indian citizen, and his/her tolerance, things are still moving but certainly not in the correct way. Today, every Indian citizen is suffering, that I am sure no Indian can deny. Looting, Rapes, Human torture from within the family members and outside the family member, terrorist attacks, it is really a mess. We are living in a “Ram – Rahim BharossaTechnolgy”, that the Congress and now the UPA cannot deny. This is the area where India need to deliver goods.

Short Term Enovation Research & Development of the Nation: This the five- year plan of India, i.e. the Planning Commision of India. In this area India is doing to some extent a little work. But then, I can only give a mark of 40 per cent to all Ex – PM of India including Dr. Manmohan Singh till 2008 period. They have just passed in the examination as PM quality standard

Long Term New Achievement Research & Development of the nation - This is the area where long-term new foreign policy ballgame as well as domestic development policy ballgame is worked out. India is doing extremely well in this area right from 1947. The External Affairs Ministry, The Finance Ministry, the Commerce Minister, The Industry Ministry are the concern persons in-charge for the same.

Prince R & D of the Nation: Overall Team Leader is the Prime Minister who runs the Prince R & D of the nation. So practically, we find the area of improvement required is as under:

The CBI, Police Dept, both state and central reserve force, Ministry of HRD, Ministry of Home, Ministry of Health, Income Tax Deperment, Sales Tax Deperment., other commercial tax Deperment, Election Commission, Civil Supply Depermentt, Food supply Deperment, Hospital Care Deperment, Municipal Corporation, Post Office, Ambulance, Fire Fighting Dept. all are to be upgraded and made result oriented.

The Planning Commission of India must be updated, trained and sharpen with Zero Defect Quality Standard so that the recovery level - 40per cent Marks presently obtained be raised to at-least 60 per cent This is an area where maximum efforts are required by the government to improve the quality of life of citizens.

This is in brief about the domestic development policy ballgame. A young highly educated, dynamic, hardworking, truthful with integrity towards nation’s citizens is required. That is why Dr Manmohan Singh is vouching Rahul Gandhi in his cabinet to entrust this huge work to him. Rahul must not hesitate it and should grab this opportunity and help PM by taking the position of Deputy PM of the nation.
