Holding all the required forms to get the latest caste certificate, I approached the functionary in the E-Seva centre of Nalgonda. The official there had collected Rs.40 for each application against the government’s order to collect only Rs.30/- to apply for the caste certificate. He asked me to collect the payment receipts the next day evening. I found no response from the centre when I went to grab my receipts on the next day. After making me circle round their office for a week alleging server problem, at last, on the last day of the week, he gave me only one receipt against the three receipts, as I had applied for three ( the other two are for my siblings).
Making his promise of submission of the receipts after two days, he had asked for some extra cash. When I raised my voice for the reason to give him an extra amount, he utterly threw away my unapplied application forms and literally asked me to push my heels to the exit. It takes a month long after receiving the payment receipt for a caste certificate to be issued by the Mandal Revenue Office.
As the students are in urgent need of caste certificates to claim their reservations and entry into educational institutions, they need to use the CASTE opportunity provided by the government. Some educational institutions like Tata Institute of Social Sciences (TISS) are asking for a latest caste certificate i.e “Three months before the date of admission into their institute”. Generally, a caste certificate is re-newed bi-yearly or tri-yearly. What, if a student had got his/her caste certificate only six months ago if he/she has to apply for TISS. Then, again he/she has to make regular hellish visits to the E-seva centers to get the certificate, as asked accordingly by the TISS officials.
The jeopardy in this is that the students would definitely loose the seat if he/she fails to provide the certificate within the prescribed time. The big question here is that where should a person go if he/she were deliberately thrown out of the government offices for not paying the extra amount to the functionary in the E-seva centre?
How can a government official reject the citizens’ plea to do his job? The government has to take notice how tough it is being for the people when they approach the government offices. I feel sorry to inform the government that it needs to impress upon its officials to work properly like government servants paid to serve people.
Due to heavy load on the servers, the speed of the Internet connection always slows down. The government needs to modernize the technology with faster servers. Due to these technical glitches, the issuing of the certificates from the government officials is being delayed.
A necessary training has to be given to the E-Seva centre functionaries making them learn how to be responsible to the citizens. A more number of technicians are required in the E-Seva centers against the present 1 or 2 persons.
The functionaries of the E-Seva centers are simultaneously running other profit oriented businesses (finance, Internet café) at the same spot for which they are focusing much upon them rather than on people’s needs. These practices should not be encouraged for an effective functioning of E-Sevas’.
