With ban looming: Check, verify, get new IMEI number
ICA states that many a times, genuine IMEI numbers are copied and given to illegal handsets. Therefore customers should check whether the phones they have these copied numbers, by ensuring that they check for proper numbers in every new handset.
THE INDIAN Cellular Association (ICA) has called for a ban on cloned International Mobile Equipment Identification (IMEI) numbers, stating that they pose a danger to national security. ICA has asked the government to ban these numbers in the same manner, it has banned the mobile handsets which do not have IMEI number. ICA said that there is a huge market of unbranded phones in the country, which has emerged as a challenge to the mobile handset manufacturers as well as government for the security challenges posed by them.

.i got a phone without an imei number with which i am unable to make or receive calls initially i could make calls but afterwards it became obvious that i could either make nor receive calls
