Are Pakistan's domestic issues delaying resolution of the Kashmir issue with India?

Yes, that is partially right. As a party to the dispute, the country can't push the issue at international level, like it did previously. But I don't think India is..

Pakistan is not in a mod of calculation of the kashmir issue in any way. It has been at the stake owing to internal socio-economical crises which has deserted..
I don't think so, for it is nothing ephemeral and their innermost contention must go on...so if there is a will there is a way...but , sigh, the will is lacking on..

I am not agree as Pakistan was never wanted to resolve this issue even when there was no domestic issues in pakistan.
