Is the existence of water mafia in Gurgaon a consequence of water shortage in the city?
The water mafia, who sell water for huge profit - dig deep holes and move on if they don't find water - leaving the dangerous holes uncovered. In Gurgaon, illegal bore-well digging allegedly goes on with full knowledge of local authorities. The water mafia exists - with evidence of 500-600 water tankers operating in the city - as water is hard to come by for thousands of people across Gurgaon. Would the water mafia have existed had there been enough water supply? Or is it plain mismanagement?

I think any water shortage, Gurgaon or anywhere else, has to do with irresponsible behaviours of people than anything else. There is still very little awarness..
