Why paychecks are not luring Maoists into the mainstream?

Though the government has been claiming to have spent thousands of crores on the development in the Maoist-infested areas but on the ground level, not a single sign will approve of these tall claims. Instead of offering pay-checks to Maoists to come into the mainstream, it should provide jobs and education to the youth so that they don't take refuge in Maoism.
