Have tough guidelines while issuing license to drive

Everyone wants to be safe but who will take the first step to prevent mishaps which can be fatal. Owning a car, the latest model, has become a status symbol, not only that, even having young kids driving them seems to lift the social value of the so-called-socialites. One understands that people will want to show off, specially the ones who make a living out of it but is it not the responsibility of the authorities to follow strict guidelines while doling out the driving license, to minimize mishaps and look after the safety of it's citizens?
