A high level delegation of the National Human Rights Commission led by Chairperson, Justice Shri HL Dattu and comprising members, Justice Shri D Murugesan, Shri SC Sinha, Smt Jyotika Kalra will take up 43 cases in Full Commission and Division Bench sittings, in the Camp Sitting/Open Hearing being organised at Guwahati for the states of Assam and Meghalaya at Assam Administrative Staff College, Guwahati from 17th to 18th May, 2017.

of hearing of these cases. The Commission is committed to
the human rights of every individual and to achieve this goal, the
Commission has been holding Camp Sittings/Open Hearings in different
and Union territories
of the country so that grievances of people are addressed speedily.
That apart, pending cases of respective states are also taken up for
hearing and disposal on the spot. Another objective of these camp
Sittings/Open Hearings is to sensitize the public officers about the
issues involving human rights. The aggrieved persons, NGOs etc. get a
platform to express the problems being faced by the people on account
of omissions/commissions on the part of public authorities.
Notices were published in the newspapers of Assam and Meghalaya inviting complaints on the problems and grievances of Scheduled Castes and Scheduled Tribes on account of action or inaction by a public servant in preventing atrocities against them.
The two-day Camp Sitting/Open Hearing will begin with the inauguration of the Open Hearing by Hon'ble Chairperson Justice Shri H. L. Dattu on 17.05. 2017 at 10.00 AM at Assam Administrative Staff College, Guwahati. After inauguration, the Commission will take up 12 cases in the sitting of Full Commission. The matters relating to massacre of 36 villagers of Nonke Khagrabari in District Baksa in Assam, grabbing of land of tribal villagers, non-issue of caste certificates, non-implementation of welfare (Central and State Government) schemes, sexual assault of minor girls by Police Inspector in Ampati Police Station, Meghalaya, atrocities on scheduled castes etc., will come up before the Full Commission.
In the afternoon on 17th May, 2017, the sitting of Division Benches will take place at the same venue from 02.00 PM onwards. The matters relating to death in police action and cases relating to custodial deaths shall be taken up by Division Benches.
On the second and concluding day of the Camp Sitting/Open Hearing, the Commission will hold a meeting with NGOs of the States of Assam and Meghalaya on human rights issues at 10.00 AM. Thereafter, the Commission will hold discussions with the Chief Secretary, DGP, DMs, SPs and other senior civil, police and jail officers of the States of Assam and Meghalaya in two separate meetings on the issues raised by the NGOs at the same venue from 11.00 AM and 01.00 P.M.
Later on, Hon'ble Chairperson Justice Shri H. L. Dattu and Hon'ble Members of the Commission would brief the media about the outcome of the Open Hearing/Camp Sitting as well as discussions with the NGOs and senior officers of the State Government for wider dissemination of information on the human rights issues and action taken by the NHRC for their protection and promotion. The media briefing will also be held at Assam Administrative Staff College, Guwahati at 01.00 PM on 18th May, 2017.
So far, the Commission has held its Camp Sittings/Open Hearings in the States of Assam, Andhra Pradesh, Andaman & Nicobar, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Telangana, Uttar Pradesh, and at Chandigarh for the States of Punjab, Haryana, Himachal Pradesh and UTs of Chandigarh and Puducherry.
A Camp Sitting/Open Hearing for the States of Andhra Pradesh, Karnataka, Kerala and Tamil Nadu was held jointly at Bengaluru in September, 2010. Another joint Camp Sitting/Open Hearing for the States of Haryana, Himachal Pradesh, Punjab and UT of Chandigarh was held at Chandigarh in November, 2014. A joint Camp Sitting/Open Hearing for the States of Andhra Pradesh and Telangana was also held at Hyderabad in April, 2015. The Commission also held an Open Hearing in its office at Manav Adhikar Bhawan, New Delhi to hear complaints received from Meerut region of Uttar Pradesh.
Besides, the Commission also organized one Regional Public Hearing on Right to Health Care in collaboration with the Jan Swasthya Abhiyan (JSA) at Mumbai on 6th-7th January, 2016 for the States of Gujarat, Maharashtra, Rajasthan, Goa and Union Territories of Daman & Diu and Dadra & Nagar Haveli.
