Rising Government expenditure is a cause of worry because it increases the fiscal deficit without corresponding gains in terms of capital and infrastructural assets. Actually, there is a hidden Government expenditure which is not reflected in the Government budget and that is in the form of advantages taken of the Public Sector Units (PSUs) by the Government in meeting Government expenditure on entertainment, meetings and borrowing staff from PSUs etc. The need of the hour is to prune the Government expenditure which is mainly on a huge staff maintained by the Government for running its business when the same business can be run by fewer number of people. There is, of course, management audit by the Staff Inspection Unit of the Department of Expenditure but its recommendations are seldom implemented. The management audit teams are lured by the client departments like customs etc. to present reports which leaves much of the staff untouched from axing and even then whatever reduction in manpower is suggested, is not implemented The need is to empower the Staff Inspection Unit by making it an autonomous institution and making its recommendations mandatory.
