The interesting and important part of Jharkhand Panchayat is that 50 percent reservation for women is implemented. Its importance increased even more when 65 percent women participated in this November -December Panchayat election.
IN INDIA, every village is presided over by a chief known as Mukhiya. Groups of villages form administrative units in the local self made government system is known as the Panchayati Raj. Caste (social class) and ethnic and linguistic composition help determine the different characters of Indian villages. The topmost landowning caste forms the ruling class of the village.
The landowning caste is obliged to provide protection to the whole village. Now these traditional patterns of self rule and administration are rapidly changing. Now the traditional post of chief has no weightage. Now on the basis of education, sociability, sincerity, effortlessness and election, these posts are filled by eligible candidates.
The people of Jharkhand have been striving for a Panchayat election throughout in the state but for thirty years, there call has not been given any importance.
Any Panchayat rule means a hike in the pace of development process in a concerned area. The rural areas have been benefited a lot by this. There are chances of good number of vacancies available for the rural people to get themselves employed after the formation of elected Panchayat. Also, the rural areas which have been affected by drought/floods /hunger or any other natural calamity in a concerned state will be given a compensation on overall.
By the formation of Panchayat, rural problems could be solved easily.
The problems of rural areas might also get a projection for solution. This can be said because after the Panchayat election in Jharkhand, the Panchayati Raj of each rural block will be able to deal with the problems of their own areas. This is a very good news for the villagers now.
Reduction in corruption is result of this type of self rule. In the place of bureaucracy, one can see the wonderful system of democracy.
There is a big possibility that after the Jharkhand Panchayat Election, all the relief money will be directly directed to the Panchayats of various areas and not sent to the politicians. This election will bring some good hopes for the rural people. It is a fact that most of the politicians in Jharkhand are not trustworthy and the Madhu Koda example was the perfect case. Generally, ministers have gained their seats somehow but have only one objective that is to mint as much money they can, just as Madhu Koda's ministry did, sucking all the hope from the bodies of Jharkhand. But now, after the allocation of Panchayats in different parts of Jharkhand, the rural bodies will benefit a lot.
With the installation of various Panchayats within the state, the court cases filed will be dealt from the grass-root level in the state. The conflicts of rural areas will be easily solved and peace will once again be established in rural Jharkhand.
After the Panchayat comes into power in the state, the irrigation problems which loom at large in rural Jharkhand will once again be brought into light and will be reimbursed with the losses which were borne by them. Ultimately, the state might not only be concerned for the urban life of Jharkhand but also give some priority and some importance to rural Jharkhand as well.
