Remove bottlenecks associated with implementation of bio fuel policy as it holds promise of boosting up agricultural income and growth
---------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------

It is good to read that the State of Karnataka has produced around 200 million litres of ethanol a year and measures are under way to convert the production of ethanol into a co-operative model like the Karnataka Milk Federation.  United Nations Organisations has recognised this gesture.

The State is actively pursuing Biofuel policy and based on published reports, the following emerged :

- State of Karnataka has adopted a biofuel policy much before it was taken up by the Union Government in 2009.

- Basing a recently held seminar on biofuel, the Government seem to be actively involved on this issue.  According tot he Chairman of the Karnataka State Biofuel Development Board (KSBDB), the need of the hour is the involvement of locals to convince farmers as well as seamless co-operation of government departments for taking the issue of bio fuel seriously.  These issues comprise of procuring government land for the building and operation of bio fuel plants.

- Other State Government officials also felt the need to streamline procedures to deal with production, storage and transportion of biofuels and seed material as the most urgent step to be taken  for increased production.

- Reamarks made by the Executive Chairman of KSBDP is a good pointer which says that with the current rate of consumption of fossil fuels,    the supply may last only for 30-40 years more.  "As India produces agricultural products in a large quantity it is a good reason to increase our Biofuel production and consumption.

- KSBDB has been running a multi seed and species programme, which has given marketing and employment opportunities to many people inthe State.  This coupled with training programmes run in co-ordination with panchayats as well as other departments has fuelled the growth of the sector in the State.

Basing the above, the concerned authorites can debate this issue further in keeping with the best interest of the nation and the following may also be taken into consideration :

- Manufacturers of automobiles should be impressed upon to encourage users to go in for bio fuels in a big way in the future.  Their Research and Development wings should be strenghened to ensure that the engines and other critical parts which goes with every automobile should easily welcome the usage of bio fuel for smooth riding.  Whatever bottlenecks that may occur should be done away with while using biofuel in each automobile - this should become the motto of every R&D wing associated with automobile industry in the future.

- Needless to point out that the country would be saving immensely with wide usage of bio fuel as a substitute for fossilfuel and therefore every effort should be made to do away with bottlenecks associated with this project.

- Planning Commission of India should encourage each State to go in for bio fuel production in a manner that they significantly contributed to less dependence on import of crude oil in the future.  In other words, each State should be encouraged to ensure that the foreign exchange outgo due to import of oil is reduced with more and more production and acceptance of bio fuel as an alternative.

- If people involved in agriculture are going to get a choice for enhancing their income, bio fuel policy should be spread through out the country in a manner that they become a huge success in the future.

Hoping the above favours consideration at the right quarters.
