Mumbai terror calls for a complete overhaul of the system
Share this debate

The terror attack on Mumbai ripped through the national psyche. Our collective consciousness is in shreds. Ten terrorists hit at will. Once again, we were at the receiving end. The loss is immense, as top cops and hundreds of innocent citizens lost their lives. Those who survived – including each one of us – are deeply scarred within. Perhaps forever! Now, with the postmortem of the terror strike, blame game has begun. Heads are rolling. Shivraj Patil makes way for P Chidambaram. Other bureaucrats too are being given the marching orders. But, all these are predictable steps – damage control exercises packaged as confidence building measures. But, the question is, who is accountable for such repeated terror strikes – each more heinous than the other? We are numb with pain. Citizens in Mumbai and all across the country are angry. All of us are searching for answers. It’s not enough to point fingers at each other. It’s a grim time. We need to take concrete steps to solve the crises. We are looking for detailed answers: Does Mumbai terror call for a complete overhaul of the system? If so, how and where do we begin?

It doesn't leave an iota of doubt in every Indian's mind that India's security systems DOES require a complete and thorough overhaul. The politicians are to be squarely blamed for these attacks, as the TV footages and reports clearly showed that the State police and administrative machinery did not take any action despite repeated warnings by the Intelligence Bureau. To make things worse, the policemen have such antiquated weaponry and ammunition that would put even a common man to shame! To foot, some policemen were fighting against the terrorists using just a baton (lathi) in response to the AK-47s and AK-57s! This shows the sorry state of affairs of the Indian security and administrative system. The politicians have crores and crores of rupees to commit a plethora of scams, but not a penny to upgrade the security system of the country, which is so vital to the citizens' survival! Until the politicians and their families are exclusively targeted by the terrorists next time, they will not take any concrete action to save the lives of the "hoi polloi." Jaya ho Indian politicians!

Besides ASI Omble, it is only Inspector Shashank Shinde who deserves to get the highest peace time gallantry award. Status/ranks appear to be the only norm followed while granting the reward. Has any one realised the mockery that a police officer has been awarded “Ashok Chakra” for taking the job of a driver and for locking his subordinates including gunmen in the dicky of the qualis jeep. As if this was not enough, noise is now being made for an enquiry as to why the ak 47 gun allotted to him earlier was withdrawn. Would any one like to throw light on this issue as to what this officer would have done with the gun when his hands were engaged in holding the steering wheel of the jeep, To top this all the civic authorities have not lagged behind in adding their share of stupidity by felicitating the officer by naming a public garden after him. I have nothing against the officer who died and his family who is now suffering, they deserve full sympathy but that does not mean that the highest peace time gallantry award of the country is demeaned to such an extent. It will certainly be an insult to those who have actually fought for the country , laying down their lives while exhibiting devotiohn to duty, courage and gallantry of the highest order. George Bernard Shaw’s quote on martyrdom must have been in a lighter vein but has now become a reality.. he had said : “martyrdom is the only way in which a man can become famous without ability”. How true!

Repeated terror attacks on various cities in India last year was indeed daunting for an average Indian mind to accept the fact that their security is at stake and that they could be attacked any time, any where!!! and no questions to be asked? The state and the central machinery wants us to be resilient. But for how long? Its "we", who are losing out on our kith and kin and not these politicians. Hence, it is easier said than done -"Be calm and composed. We are there for you." But, are these politicians and the security force really there for us? Indeed, its a big NO. The recent Mumbai terror attacks has left a deep scar in the minds of every indian as well as those from outside. It definitely depicts the slack and loopholes in the state and central functioning, be it the intelligence failure or the state and centre co-ordination. The police force needs to be mobilised and motivated and should be instilled with a sense of patriotism and feeling of belongingness coupled with ethical values. Not that our politicians need to be ignored in this regard!!! Merely changing the portfolio of our ex-finance minister and making him the Home Minister does not serve any purpose. Its just a damage repair and nothing else. Concrete steps should be taken and the guilty should be punished severely barring vote bank politics. The Mumbai terror attacks calls for a complete overhaul of the system.

yes, i agree. overhauling the system means what?. why mentioning the politicians as responsible. It is the top officials to be blamed. Taking everything according to their will and pleasure. Not responding to threats seriously. Blaming the politician is not enough. Action must be taken on the top officials who are in charge of security etc. They are not fit to be Indians even. their citizenship must be cancelled and the properties they and their wards must be forfeited. Stringent action must be a lesson to other official.

Yes, I agree for the overhaul of the system.Resignation of the ministers is just not enough. They need to realise that its high time now, and their responsiblities should be taken seriously and its no longer a matter of joke. Its time to ACT and not REACT....!!!
radhika : Dec 11, 2008
Overhauling is possible only if there is a sytem already in place. The so called system is a cruel joke to say the least.

GOI is now introducing measures to create a Federal investigation agency. This is one small step in the right direction. We need many more legislative initiatives on the lines of the USPATRIOT Act. Note the expansion of the name viz: Uniting and Strengthening America by providing Appropriate tools required to intercept and obstruct Terrorism Act. which captures the essence of the legislation. What we need in India is a USI PATRIOT Act. This requires not only a formation of the federal investigation agency but much more including bringing private sector into the security fold.

Not only we need to overhaul the system, the people should come out in streets in enough numbers to make the politicians scramble for their very existence. Take out the black cat commandos that unnecessarily guard the sheepish Indian political leaders and use them in more important missions like taking out terror camps in Pakistan. Because of the system and the selfish Indian political setup, countries such as Bangladesh and Sri Lanka get away with unwanted political remarks and activities. We the people need to instal a leader who is ready to sacrifice to great extent for the sake of the existence of this country, even if it means bringing the army to the power.
sunit kumar thakurta : Dec 10, 2008
yes definately the time has come to think abt the complete overhaul of the system . the reason may be many but we can se in this terror attack commanos fought for 6o very difficult hours. it is the biggest attack on our country.
dheerendra singh : Dec 10, 2008
Even an automated system runs on human commands, computer centric life itself make programming an essential part to reckon with. System cant be changed or overhauled by resignations or transfers. Give them the responsibility, trigger them towards growth, you will get peace, prosperity and but obviously the security. The challenge is to make public aware of their rights and responsibilities. If person sitting next to you wud not raise a helping hand, why would a terror attack should be condemned for destroying us. Many a times, we destroy ourselves. By not following our values, not practicing what we have been praeched. If terror is crime, Unawareness too. An aware citizen wud itself be a change in system.
kumar raghav : Dec 09, 2008

Having got most of the informations through the media electronic or print it appears that the message has not yet gone to the people after the grand show of unity at the Gateway of India on the 3rd of Dec.08. Quite a few of them have treated that show of unity with disdain by terming it as elitist, some said it was the show of separatist women wearing powder & lipstick, some even asked the media to refrain from showing it live. And now the same people will ignore what Mr Rane said in his press conference on the 6th Dec.After threatening the coming government in Maharashtra and prdicting the doom of Congress in Maharashtra, he had the audacity to say that some ministers are assisting the terrorists. Let the ATS take note of this and force him to disclose the names or face immediate prosecution under NSA for withholding such a sensitive information regarding the security of the nation. Any hue and cry against Mr Rane's tirade is not visible as yet. This is just one example -many self seeking selfish politicians exist today and & are keeping keeping low profile during this time of crisis. We as alert citizens need to take a vow to expose such people who are like termites to our nation. The transformation to an alert, agile, smart , responsible citizenship is a long drawn process so a beginning has to be made now so that others who are confused will be convinced after seeing the results.

Jaitley is Right.Irresponsible Journalism of our country is a major factor for terrorism in India.Journalist and media takes side with terrorist and become insenstive to innocent lives lost.Always they try to prove that its not Islamic terrorism .They are always seeking to Connect terrorism with Hindu by linking with slightest and ridiculous things ..only to prove that its not Islamic terror but something else.Media tries to dilute the seriousness of issue.Media aleays comes in support of terrorist or tries to ignore the issues that could pressurise the Government to take stringent action against terroriosm.Media tries to portray that anti terrorism is anti minority.May be they are working beccause of their vested interests or some kind of gain ISN'T MEDIA IRRESPONSIBLE. MEDIA HAS MORE THAN 70% SHARE FOR TERRORISM AND KILLING OF INNOCENT PEOPLE Read this http://www.zeenews.com/zeeexclusive/2008-12-06/488952news.html

Dear friends, This is obviously an alarming situation and it proves the complete failure of our social system. We definitely need to take concrete steps in order to deal with the situation, but at the same time first we need to think and understand the main problem of the system. Are we really ready to think seriously on the issue? because the it is the failure of not only the system of our own country but is of the whole world. It is noticed that the terrorist organizations are using the unemployed & thus poor youth in order to fulfill their mission. This is because, youth in the age group of 16 to 30 yrs can be moulded & brainwashed easily and so can be used. On the other side, our system fails to provide food, shelter and employment to all which worsen the situation and provides a conducive environment to such extremists groups. So, the need of the time is to question the system and start a new stuggle for a exploitation free & healthy system.

Just a Resignation doesn't mean you are guilty & what the need of being guilty because at the end of the day whomsoever will be elected he will do same, nothing new in Indian politics...So we need to think & they need to work......

Yes, I agree. This is the only solution to a rotten decayed system. People like K.P.S GILL with Proven TRACK RECORD in handling TERRORISM In the STATES of PUNJAB should be nominated as SECRETARY OF STATE of INDIA FOR INTERNAL SECURITY with Full and Independent charge. ALL forces should be brought under his direct control to tackle any activity of Terror reported from any Small Town city like Jaipur to the National Capital. He should be in command of various Elite forces like NSG, SPG, BSF, CISF, State Police , Home Guards and the MILITARY forces like AIR FORCE, ARMY and NAVY and also of ANTI Terror Squads plus Disaster management TEAMS as well as Para MEDICAL Forces plus FIRE & AMBULANCE Services and also VOLUNTARY Organsiations who come to the relief of disater struck teams. He also should have direct control over sending the RAILWAY Protection Force and the Railways and Airlines should also be involved directly for the rescue and relief work. We also should have him Pick and Develop a TEAM of EFFICIENT Worthy OFFICERS like MUmbai's very own J.F. Riberio, NIKHIL Kumar from DELHI POLICE, the ever green LADY of Police Force KIRAN BEDI. WE Need to CORPORATISE our System and make it an Organistion like structure to which the WORLD looks up with respect and the Syste sets in place a role model for other countries to follow. We can only pray that the SPIRITS of INDIANS which had died down over the last 60 YEARS continue to have that Fire within their bellies to constantly attack and VOICE their OPINIONS to CHANGE this SYSTEM.

A complete overhauling the system is the need of the hour. It has to be done now. We must realise that we are the citizens of a mgnificently large democracy and each of us hve the power and potentiality to contribute in our nation building. Specially the young Indians, they must participate and today India needs them the most.

Yes it definately does, but i'd ask why only the system..it needs a complete change in the though process of each indivudual. We cannot afford to be passive anymore. We need to ensure that each vote we caste, each penny that we pay for our taxes gets its worth! Ans inspite of all the compulsions that we have professionally, socially or personnaly, we must and must ensure that the laws are exceuted. We need to stand up and say this is my right, give it to me. The changes shoud've been carried out longg back and its us, each one of us who has to make this happen.

No doubt Mumbai terror strikes have apparently shaken everyone, thanks to media that everyone is getting emotional about what happened to our elites! But don't we know that we are fighting terrorism both from within and outside our territories for more than five decades (since independence). Everytime we blame our not so friendly neighbour for all our problems and rest in peace thinking that we've done our bit. The fact is that we've not been doing our job for long and now we are facing the repurcussions. Everyday our soldiers, paramilitary forces and police are sacrificing their lives in J&K, North East , Bihar and Jharkhand due to insurgency, Nuxals and different organisation which system has given birth due to its inefficiency and careless attitude. Are these states not part of our country that our conscience doesn't get affected when hudreds of Bihari's were killed in Assam by ULFA, hundreds of North Indians were thrashed by so called 'Marathi Manus' in the same city for which we are so concerned at this moment and when terror striked our capital. Media is just playing along with the emotions of people and trying to unite people as one-as Indian but the fact is that we all are divided from core of our heart. We're everything on earth but not Indian! We're Bihari, Marathi, Punjabi, Tamil, Bengali, Hindu, Muslim, Sikh and name a thing on earth but definitely not on earth. Almost everyday our Security Forces are sacrificing their lives in want of better arms & ammunition, better protective gears and better pay and perks for their family security so that they can perform their jobs with utmost cncentration. But how often we've raised these points in any forum to revive these things and make them up to the mark. Our Police Force has not got its dues and have ceased to grow since its birth but who cares! No matter how strong and brutal laws you pass in parliament its not going to be effective if the very people who are supposed to implement the are better equipped and well trained and keep pace with the changing times and demands. First thing first! We've ignored our internal as well as external security for quiet long. All the states should immediately recruit the deficient number of police and equip them with state of art equipments along with better training. Then only we should think of any law or Federal Agency.
Dr Ajay Kumar Giri : Dec 14, 2008
Terrorism is a separate issue that has to be tackled both by the home ministry and the external affairs ministry. Our intelligence needs to be alerted, revamped and beefed up and we have to take a tougher stance as far as our foreign policy vis a vis Pak is concerned.Overhauling the system means overhauling the entire system. It does not require or warrant the overhauling of the entire system. We have a better financial system than the US and that is why we are not much affected by the US recession. No Indian company has become bankrupt. On the other hand the Lehman company which has become bankrupt in the US, is safe in India. Therefore, overhauling the system refers to a wider and a larger perspective. Therefore, what we require is only plugging up the loopeholes in tackling terrorism. If we tighten the screws against Pakistan and severe our relations with them that is enough. No other overhauling of any other system is required.
