Doppler radar scam in Mumbai
In the 2015 monsoons, the rainfall was recorded upto 28 cms in Mumbai on 21st June. There was one more event, for which a Doppler radar would have been very useful. On 21st July, Palghar, not too far from Mumbai recorded 47 cm of rainfall. It was a similar situation like the 26th July 2005 rainfall. The intensity of the rainfall was so much that, if it had rained for more than 3 to 4 hours, it would have touched the 75 cm mark. But IMD is neither concerned nor bothered to analyze the situation. It simply gave a reason that the Doppler was non-functional.
An urgency of installing a Doppler radar was felt when Mumbai was submerged during the heaviest rainfall on 26th July 2005. It was installed after 5 years, that is in 2010. Later, after spending a few more crores of rupees, it was again changed from Chinese to Indian make. But even till today the Doppler is non-functional.
So the question is that after spending crores of rupees, why are the radars still not functional?
Since 5 years, IMD has given several reasons to hide their blunders. Today even the media is not interested in going into the root cause of the Doppler radar problem, since it is a scam of a few hundred crores. Now even the installation of 2nd radar has been approved and the site selection is under process.
How long will the citizens have to suffer due to the government's negligence?

A Doppler has been installed on a residential building "Archana" in the Navy area.
A Doppler radar is supposed to be installed on specially built towers and not on a residential building because:
- A Doppler radar is heavier than normal radars.
- Lots of vibrations take place, which may form cracks on the building's structure over a period of time.
- Radiations emitted by Doppler radars are hazardous for health.
IMD is a service provider. It is not a research based organization. The officers are promoted to the Scientist level but non of their profiles fits the criteria of being a Scientist. Still it is surprising to see their promotions in Scientist grades from time to time.
Hence the media should educate itself about weather information, and shouldn't get mislead by the explanation of the IMD officials, who are smart to cover up their blunders.
